BALTIMORE, September 22 —Balti- more is overbuilt and a reduction of building activities is necessary to rem- edy the situation, real estate men were told this week at the regular monthly meeting. The assertion was made by Harry E. Gilbert, a member of the real estate board and assessor for the city. John J. Hurst stated that it takes between 4,000 and 4,500 houses a year to supply the normal needs of the city, and builders have been erecting about 6,000 houses a year.
