’ e RADIO HEARINGS NEXT IN ORDER Substantial Reduction in i Number of Stations Effect of Drastic Ruling. BY MARTIN CODEL. Accepting the assurances of the Fed- fral Radio Commission and its engi- Beers that better reception conditions will result from its radio reallocation, what will be the effect upon the broad- casters at large and in the several radio gones? Hearings are next in order on the eommission's program, and these wiil unsoubtedly bring forth a multitude of individual station plaints to add to the calumny and praise that have been heaped upen that bod in about equal Pproportion since the new assignments were made public several days ago. The first of the public hearings for broad- casting stations will not be held until early in October. Meanvwhile, reviewing the situation @s a whole and in respective zones, some salient features of the broadeast reorganization should be pointed out ©One of the most notable facts about the new station assignment list is that a Substantial reduction has been brought gbout in the number of broadcasting stations. From a total of 733, when the com- mission took hold of the radio oroblem 8 year and a half ago, the number has en reduced to 616. There are 108 in the first zone, of New England and Mid- dle Atlantic States; 106 in the second gone, of Northeastern States; 115 in the third zone, of Southern States: 155 in the fourth zone, of Middle Western States, and 132 in the fifth zone, of Rocky Mountain and Pacific Coast States. Some Die Natural Death. Some stations died a natural death in the struggle to survive the trying ordeal the industry has undergone these maney months. Others were or- dered to quit the air as unfit. Others consolidated for economic reasons. The bulk of these stations, of course, comprises the local community broad- casters of low power. The reduction in number of these and stations of higher wer is not so important, however, as ge fact that the reallocation provides that no more than 165 stations of sub- stantial power can go on the air at any one moment during the evening hours. Nearly all can broadcast freely during the daylight hours, and it will be pos- sible to add even more community sta- glons of 10, 50 and 100 watts later. The equalization process did not ap- ly to the number of station licenses, for the obvious reason that the dis- parity between the number of existing stations within the respective zones was too great to be pruned down to a com- mon denominator. Where it did apply —and very stringently in many in- stances—was to the assignment of channels and powers to the stations within the zones. The drastic terms of the Davis equalization amendment operated barshly upon many stations and upon ! many communities. ~Any conceivable reallocation under the terms of that Jaw would have done the same_ thing. It is obvious that the present upheaval, meritorious as may be the principle of an equalization of facilities among the several zones, was necessitated by the act that required dividing up such intangibles as wave lengths and powers on a basis of geography and population. Fourth Zone Cut Hardest. In the equalization of radio facilities, the fourth zone, with Chicago as its broadcast focal point, will suffer the greatest reductions from present facili- ties. With eight wave lengths allotted each zone for broadcasting with power of 5000 watts or more, Commissioner Pickard was faced with the task of placing 23 existing 5,000-watters on them. This will be required to share time, and to nearly all of them the reallocation means a substantial cur- tailment in their operating hours. Chicago alone has 15 such stations, but under the wave length quota of Illinois, based on population, only three channels could be allotted those sta- tions. The first zone has many time divi- sions among the high-powered stations, but their huge population will save such States as New York, New Jersey and Massachusetts from suffering as severely as the fourth zone. In the Southern zone, because of overbuild- 4ing of high-power stations in recent months, time divisions are necessitated on most of its eight high-power channels. Fitting the high-power stations on the eight channels in the second zone ‘was not a serious problem because there were relatively few built for such power, though there are many appli- cations on file for construction permits. In the far Western zone the problem was mainly in picking the best of about 8 dozen high-powered stations for the eight channels, and a time division was necessitated only on one. ‘These facts give some idea of th= drastic changes in operating time ue- cessitated on the choicest of the 90 available wave lengths. On the 35 re- glonal channels even more time divi- sions were required among stations of 250 to 1,000 watts. The serious economic problem in- volved among the high-powered sta- tions in the hard-hit Middle Western and Southern zones is realized when it is pointed out that it costs about $150,- 000 to build a 5,000-watt transmitter, and its normal operating expenses are seldom below $150,000 a year. By the Associated Press. NORFOLK, Va, September 13.— First swept five miles to sea and then forced 150 miles inland, the Army dirig- ible TC-10 arrived at Langley Field from Lakehurst, N. J., just before dusk last night after seven and a half hours’ bnminf against a storm that several times threatened to send her crashing to earth. Lieut. B. T. Starkey, pilot of the craft, said the squalls were the worst he had ever encountered. The airship ran into the storm soon after leaving Lakehurst and was carried five miles out to sea. ‘With one motor dead and the ground and water obscured from the pilot's view by low-hanging clouds, the ship was headed inland and went 150 miles out of her way in an effort to get out of the worst of the storm. RICE, Minn., September 13.—John Morgal, his wife and five small children were killed last night when a Northern Pacific passenger train struck their au- tomobile at a grade crossing near here. All apparently were killed outright. Wreckage of their small touring car was strewn along the right of way for 300 feet. The crossing where the accident dc- curred is an open one, with a view of the tracks for long distances in each direction. The coroner's theory was that Morgal was attempting to beat the train to the crossing. The dead: Morgal, 29; Mrs. Morgal, 24; Alois, 5; Veronica, 4; Sophia, 3; Gler!rude, 2, and a baby girl 5 months old. GARY, Ind, September 13 (#).— Seven persons were killed and another was injured, probably fatally, when a westbound Grand Trunk freight train struck their automobile at a grade crossing on the edge of Gary early today. MILWAUKEE, September 13.— Bootleggers are paying a big part of Wisconsin's bill for maintaining the public school system. R. W. Dixon, State prohibition commissioner, made this revelation that fines from liquor law violations had turned more than $2,500,000 into the school fund during the last eight years.
