NEW YORK, September 8.—A quiet market for high-grade bonds and moderate fluctuations in the speculative | issues developed today. The two main factors were the high rate paid by the Government for its financing, which ghowed some effect in low coupon securities, and the readjustment of a few issues to pending new offerings. September 8—American | business men can make up their minds | to face strong and increasing buyer | opposition from European countries for | years to come. This does not indicate. | in England at least. animosity toward| America or American goods. Indeed, some American goods have a preference over home products which will be hard to overcome. The opposition is being brought about by purely economic and financial causes. i All the countries of Europe owe| America money. They must all go into; the money markets at certain times and | buy dollars to pay their debis. The | rate of exchange is against them all E. Three English business men in three | different lines of trade pointed this | out to the writer today. They feel that this balance of trade must be adjusted, | that they must sell more goods abroad and buy fewer goods and raw materials from other nations. This is the senti- Goods” which now has, in the minds of Englishmen at least, boen changec to “Buy lmperal Goods." Tourists Spend Millions. i Many American business men, even | those striving for British trade. regard | this merely as a slogan, not to be taken | seriously. ‘They point out that America First” has not prevented | Americans from spending half a billion | dollars abroad this year. But British business men are acting instead of | talking. They are determined to shake | off the bonds imposed by the necessits | of buying raw materials or goods from | other countries. | It this policy were put into words (they do not talk much about it) it might be called “interdependence.” The | empire is looking to its colonies to sup- | ply raw materials_and to provide a larger market for British goods. Food supplies will be drawn from Canada.| Australia, New Zealand and South | Africa. Metals will come from the Far | East possessions, Africa. Australia and | Canada. Similarly. production of other raw materials will be encouraged. | The greater part of the tobacco now | consumed in Great Britain is in the | form of cigarettes. The leaf alwavs has | been bought in America, but British | companies have taken American seed | and are producing a part of their own | requirements in colonies south of the equator. The British manufacturers are in| exactly the same position as the rubber | manufacturers in the United States, | whose raw_supplies must_come from | British or Dutch sources.
