The action followed expresions of con- fidence in Maj. Hesse by Dr. E. M. Elli- son, secretary of the Citizens’ Service Association for Law and Order, it was learned today. The resolution reads as follows: “The executive committee of the Wash- ington Federation of Churches wish to exprase to Maj.
