84 RADIO COMMISSION WORK NEARING END Control Will Pass to Depart- ment Unless Congress Acts Within Week. Less than one week will find radio in the hands of the Department of Commerce unless Congress enacts legis- lation extending the functions of the Federal Radio Commission. Mr. Berliner had been obtaining a | copy of the birth records for some time for the purpose of mailing literature on child welfare to parents of infants, but this Ermlpge was denied recently by Health Officer Willlam C. Fowler. The corporation counsel said in his opinion that it is difficult to deny the use of birth records to Mr. Berliner, be- cause it may result in the destruction of the work in which he is interested, but that it is better to do so than to allow their indiscriminate use for any purpose.
