The Federal Reserve Bank of Rich- mond stated today in its yearlv review that while the volume of business in | 1927 was considerably below the high le\el of 1926, the outlook for 1928 is as good, if not better, than it was a year ago. Agricultural production in the fifth district during 1927, the bank’s report says, was greater than in 1926 in spite of reduced yields in cotton. fruits and some minor crops. The report adds that there were 170 more commercial failures in 1927 than in the previous vear. the total being 1.611, while the liabilities involved were | more than $13,000,000 greater, reaching $41.835.046. Cotton consumption was greater al- though there was less cotion grown, and tobacco grown in the district was nearly 100 million pounds greater than in 1926. The 1927 crops were grown more economically than in 1926, thereby returning larger profits. Department Store Sales Totals. | ‘The total sales in 30 department ments was less the past vear than in| 1926, the figures show. The retail sales, | as.reported by the department stores, amounted to $104,623.753. against $106.- 509.127 in 1926: the wholesalers. re- porting in six lines, reported $84,998.657 worth of goods sold in 1927, and $86.~ 692,171 the previous year. Building permits and their value fell off considerably. In 1927 19.256 per- mits were issued for new work in the 29 listed cities of the fifth district, while in 1926 the number was 21.763. The value in 1927 was $113.813.707, against $416.801.400 for the previous year. Plans have been made for much new construction work in 1828, and if these plans mature the present unemploy- ment situation will be quickly relieved. {In the textile industry it now appears that the outlook is considerably better than it was at this time last year. Union Trust Co. stock likewise made an advance to new ground, nine shares changing hands at 310!4. American Security & Trust was the only other bank stock out, 25 shares moving at 450 per share, Lanston sold at 109 and Mergen- thaler at 108%. Fifty shares of Barber & Ross common sold at 34. Columbia Sand & Gravel opened at 103°; and closed at 104. NEW YORK, February 1.—During the early trading on the Stock Exchange | today the main body of stocks showed | its ability to withstand adverse over- night influences. But after the Inittal | demand had been satisfled pronounced ressure against several of the promi- ?Ient raflway stocks made itself felt in other directions. However, the familiar bidding up of industrial specialties served to offset profit-taking elsewhere. It was a decidedly mixed market, with the tendency toward the close un- certain. The late leaders on the side of advance were General Cigar, Peo- ple’'s Gas of Chicago and Transue & ! Wliliams. Diamond Match, on running sales, advanced from 154 to 160, as against the previous final of 148. It is some time since so many un- favorable corporation reports have been published as today. They came from the iron and steel trade, from the oil industry and from equipment com- panies and were supplemented by tne final statements of a few of the rail- roads. Oils Are Depressed. Except in the ofls, stocks unsettled by the reduction yesterday of the Pure Ofl dividend and the very uloumy pic- ture presented today in the Marland Oil report for 1927. none of last year's results had_any effect. On the other hand, the January preliminary figures of the merchandising concerns like Montgomery Ward and Sears-Roebuck indicated "“the excellent purchasing power of the agricultural Histricts and the promise of higher earnings’ this year on the stocks of the ‘wo com- panies. Their shares accordingly re- sponded. <The attitude of Wall Street toward the December quarter figures of Unitea States Steel Corporation was typica!| of the period since last September of rising market prices and of falling in- dustrial and railroad profits. Less was earned in the last quarter than had been expected, but traders based their commitments today on the improve- ment in the industry since the end of December and the firmer price situation.
