At least one of the new members on the House District legisiative commit- tee has been making a similar inten- sive study to fit himself for helpful work in passing upon desirable legis- lation. This is Representative Hall of Indiana. He said yesterday that he is particularly impressed by the need tor legislation permitting and compel- ling the street raflway companies to merge. He emphasized as a general proposition consolidation of such pub- lic utilities as in the interest of the people to give the best possible serv- ce. Mr. Hall is also taking a special in- terest in the public school system and intends to make a careful personal survey of the public schools to form his own opinion regarding their needs. He is also studying closely the ques- tion of granting suffrage to the now disenfranchised more than half mil- lion people residents In the National Capital. Thus far, however, he ex presses the belief that having the vote would not improve local condi- tions very much. The Public Utilities Commission bhas authorized the Washington Rail- way & Electric Co. to extend its Rhode Island avenue motor bus line from Twenty-second and Lawrence streets northeast to Twenty-second and Quiney streets. An application for this extension was filed with the com- mission yesterday by William F. Ham, president of the company. Authority also was given the cam- pany to establish a branch line for operation during the morning and eve- ning rush hours, which will furnish a shuttle service from Foyrth street and Rhode Island avenue northeast to Fourth and Franklin streets. This branch line will connect with the main line, and transfers will be issued to and from the busses. The commission plans to extend the route of this branch line as soon as the streets are paved north of Franklin street. BOULEVARD T0 BE TOPIC. The proposal to build a memorial houlevard from the National Capital to Mount Vernon in connection with the celebration in 1932 of the 200th anniversary of the birth of George Washington is expected to be among questions discussed at a meeting be- fore Christmas of the executive com- mittee of the Bicentennial Commis- sion. Senator Fess of Ohio also expects to take up with the committee at that time plans for co-operaing with the American Library Association in en- - couraging the reading of literature - \bout the Father of His Country.
