C, UTLOOK BETTER INSTEEL INDUSTRY Rail Orders Trickling in and Foreign Cartel Cannot Maintain Low Prices. BY J. C. ROYLE. Special Dispatch to The Star. 3W YORK, November 15.—There are approximately 40,000,000 gross tons of ore at furnaces and Lake Erie dogks today. This compares with 37, 000,000 tons a year ago and there is no indication that shipments will be rushed to beat the close of navigation on the upper lakes However, the condition of the iron and steel mills is regarded as thoroughly sound and it is probable that a greater number of men than usual will be retained for Winter work on the great North- western iron ranges, The Oliver Mining Co., a United States Steel subsidiary, will maintain 10,000 men at work and the other ake Superior mines will hire an equal number. The steel business is re - tering moderate improvement. Thi is being shown in the number of or- ather than in the size of the but the trend shows the bu ness is there and mills nowad: prepared to handle a large quantity | of small shipments without disa ing schedule: Rail Orders Coming In. That backbone of the business, the rail orders, are commencing to trickle in. But even more encouraging than these orders has been the discovery that the European rail producers, members of the steel and iron cartel ave been unable to maintain th which they quoted last season, which they took some impor- tant orders, and are now quoting what is pretty nearly the equivalent of the figures named by the American pro- e The New York Central rail orders is believed to approximate 175,000 to 180,000 tons, but no small amount of this will g0 to the Carnegie Steel Co. The structural steel producers have found orders coming in more freely owing to the favorable weather condi- tions in some parts of the country. The cil industry is slowly beginning to drag itself from the slough of depres- sion and the Standard Oil Co. of N Jersey is buying 150,000 tons of pipe for the Prairie Gas & Oil Co., which will b2 used on a 400-mile pipe line trom Amarillo to Denver. Nut and Bolt Trade. The nut and bolt plants of some listricts have slumped to around 50 per cent of capacity operations. There are some large orders hovering around, but, as in the case of rivets, they can be lured onto the books only by a concession in prices which the “little fellow” is unable to command. Tin plate operations are fairly active, but buyers claim that some of them have secured concessions in price. The can manufacturers are almost universally declared to ve improved their posi- tion. The heavy carry-over of 1926 pack is alleged to haye been disposed of. Sugar is at a lower price range than nearly any other food commod- ity, but the canners are not ordering in volume. This policy is dictated to some extent by the fruit crops and also by the fact that they have come to have a horror of “carry-over.” The trend is clearly indicated by reports from the steel jobbers of the Pittsburgh district. They say the or- ders received in the last 30 days are more by 100 than for the previous 30 days, but that the tonnage involved is considerably less. This means, they say. that the small buyers have com- menced to come into the market and that a turn for the better is in pros- pect. Feeling Ford Orders. Steel companies in the Youngstown area are reported to be feeling the ef- fect of the opening up of Ford produc- tion. Henry Ford seems to have again struck the psychological time for plac- ing of orders for materials. It is re- ported steel specifications for a large number of his new cars are to be awarded shortly. Youngstown Steel and Tube is operating its Mahoning Valley plants at 60 to 65 per cent and its Chicago mills at nearly the same rate. New equipment and new methods are making themselves felt. The new billet and rod mill of the American Steel & Wire Co., at Worcester, Mass., is expected to produce wire rods more rapidly than any other plant, reach- ing a rate of 4.200 feet a minute. A daily output of 2,200 miles of wire will be maintained. . INDIAN REFINING. NEW YORK, November 15 (#).— Stockholders of Indian Refining Co. have approved authorization of ot more than 35,000 shares of 7 per cent cumulative preferred stock, $100 par, to be issued by directors at their dis- cretion, but only in exchange for pres- ent preferred, on a share for share basig, with a fraction of new pre- ferred eqaal to the accrued dividends on the old preferred stock. On De- ecmber 15 this accumulation will be equal to $42 a share. An fssue of $2,500,000 in bonds secured by a mort- gage on the company's property was approved. - LEAD OUTPUT GAINS. NEW YORK, November 15 (#).— Production of lead in the United States and Mexico in October was 80,483 short tons crude, 73,913 tons of refined and 1,976 of antimonial, against 76,601 tons of crude, 71,345 tons of re- fined and 1,066 tons of antimonial in September, the American Bureau of Metal Statistics reports. ~Stocks of re- fined lead on October 31 were 31,780 tons, against 37,245 the month before and 43,189 at the end of August. VALUATION RULING ON ROADS IS SOUGHT Kansas City Southern Asks Su- preme Court to Interpret Act. Argument Next Week. By the Associated Press. The Kansas City Southern Railway asked in a brief filed in the Supreme Court yesterday for an early inter- pretation of the railroad valuation act in a case appealed by the Govern- ment. The case will be argued next week. The Tnterstate Commerce Commis sion was restrained by the Federal District Court for western Missouri from using the valuation it placed upon the Kansas City Southern and affiliated lines for rate making pur- 0: P alleging “the supreme importance to the commercial, industrial and transportation interests of the coun- try” of such a decision, the railroad urged the court to give “a final inter- pretation of the lawfulness or unlaw- fulness of the construction now being placed upon it by the commission in its manifold administrative work Tointing out that the commission had heen restrained from using a $49.: 000,000 valuation placed upon its prop- stead of the $80,000.000 which ts true value, the railw: « cision which would tor all time decide what the commission could do in the way of placing values upon railroads. The railroad also asked what the com mission must include in such valua- tions. The briet asserted that the Govern- ment in 14 years' work of valuing the raflroads had spent more than $30.- 000,000 and the carriers more than £95,000,000 and that at the end of 1926 only Gl per cent of the work had | been completed. The Kansas City Southern's brief challenged the Governmgnt's contes tion that the issue presented had | been decided by the Supreme Court| in the Los Angeles case, when it re- fused to set aside the commission’s valuation.
