ARMSTRONG TEACHER WINS SUIT FOR PAY Mrs. E. B. Yoward Gets Judgment for $1,516 Salary, Validity of Which Was Contested. Mrs. Edith B. Howard, a teacher in the Armstronz Manual Training | Bchool, has been awarded a judg- ment by Chief Justice McCoy egainst the District of Columbia for $1,516 for salary between September 1, 1926 and March 2, 1927. * Assistant Corporation Counsel Williams opposed the judgment on the theory that as the District has no power to appoint 8 teacher or to discharge one it should not be sued for her salary under the Court of Appeals decision that the .E:;rd of Education is an independent y. Chief Justice McCoy denied the claim of the District and pointed out that the appropriation for all salaries of the public schools are made to the District of Columbia and it only pays the teachers. Attorney Crandal Mackay appeared for the teacher.
