The bill by Representative Gasque will call for the purchase of 189 acres of ground near the old Benning race track and the erection thereon of a model airport, all at a cost of about $600,000, exclusive of mainte- nance, The bill by Representative Stalker will provide for the filling in of an underwater area between Hunter and Gravelly Point, on the Virginia side of the Potomac just below Hains Point, to a size of 120 acres and the erection of a model airport thereon at a total cost 8f about $740,- 000, including maintenance for one year. The Gasque bill is supported by the Benning, Kenilworth and Anacostia Citizens’ Associations, while the Stalker bill bears the indorsement of the District of Columbia Chapter, National Aeronautic Association. Both interested parties are confident that an opening wedge on this ques- tion will be obtained before the ses- sion is_concluded. . The Benning site has a frontage of about 3,000 feet along Kenilworth avenue and extends back as far as the condemnation line of the Ana- costia River Park project. The citi- zens of that community have ac- cepted the volunteered services of J. Edward Cassidy, director general of the United States Air Force Associa- tion, who has assisted them in draw- ing up plans for the port. ‘The Virginia shore fill-in site would be about 2,000 feet wide, with a front- age along the water of 2,600 feet. The land for this area, according to the office of Maj. Brehon H. Somervelle, United States engineer, which unof- ficlally has assisted the association’s chapter in the preparation of data for the bill, would be taken from the river along Potomac Park and would be deposited to a height of 10 feet above the mean level of the water. The cost would deal entirely with dredging oper- ations, and once the area is filled in it would become the property of the Government, which in turn could cede it to the District for the port. Kite Owns Benning Site. The Benning site is owned by Harry Kite, local realtor, and, according to John 8. Driggers, president of the Kenilworth Citizens’ Association, he was willing to dispose of the property several months ago at $2,000 an acre. The bill to be presented by Mr. Gasque calls for the purchase of the ground at that figure. According to interested citizens in that vicinity, “it was rumored about a year ago”-that Mr. Kite planned to open up a development for colored people on the site. For the purpose of “forestalling that,” and also “to give the Capital a municipal airport in six months or 80,” Mr. Driggers said, the residents of that area would back the project to the limit of their ability. As the ground is virtually flat, no grading work is necessary to put the field into shape for aircraft and only a little grubbing would have to be done to rid the area of small trees and bushes, it is said. Under the airport plan drawn up by Cassidy, six hangars would be erected along Keniworth avenue and four runways would be laid down. De- tailed plans for the construction of the port on the filled-in territory, if it is provided, have not yet been announced by the District chapter beyond the statement that, with its availability for land and seaplanes, it offers the opportunity of being the finest airport in the world. Has Until March 1 to Enter Craft “to Save Aviation Honor.” Private Interests to Be Asked to Aid Building of Ship for Venice Contest. Between now and March 1, Porter Adams, president of the National ‘Aeronautic Association, must find an entry for the Schneider International Seaplane Race to be held in the Fall, at Venice, Italy, “in order to save the honor of American aviation.” Unless the United States enters a plane by that date its opportunity of competing for permanent possession of the trophy this year is lost and next year will offer the last chance for this country to capture the coveted international aviation honor under the “three victories in five contests” feature of the regulations. Seeks Aid of Individuals. Mr. Adams declared last night he has laid plans for approaching numer- ous individuals and organizations who would be in a position to spend about $50,000 for the design and construc tion of a racing seaplane with a guar- anteed speed of at least 250 miles an hour and will prevail upon them, in the name of American aviation, to de- fend the cup against foreign compe- tition. .The Navy, which won the award at Cowes, England, in 1923 for the first time and since has occupied the role of defender, has withdrawn from the contest this year owing to the lack of funds for the construction of newer craft, Secretary Wilbur has an- nounced. Its racers were defeated at Norfolk last November by Italy's speedy monoplane and the present racing equipment owned by that service is too inferior to be entered against the three Italian monoplanes this year. Cites Italian Progress. Among the organizations Mr. Adams will offer the oportunity of entering the race to is the Curtiss Aeroplane and Motor Co., Inc, of Garden City, Long Island, builders of winning racing planes for the Army and Navy since 1921. POLISH REPUBLIC SHOWS SURPLUS Last Year First Time There Was Not Deficit in Budget. Last year was the first since the establishment of the Polish Republic when there was not a deficit in the budget, Finance Minister Czechowioz stated in the Diet during a discussion of the budget, according to a Polish Telegraph Agency dispatch received at the Washington legation yesterday. The surplus of revenues over expendi- tures in the last half of 1926 even was sufficient to wipe out the deficit ac- cumulated during the first half of the year, he pointed out. “The active trade balance, which was unfavorable up to 1926,” the finance minister said, “in that year showed a favorable balance of 409, 000,000 gold zlotys ($78,937,000). The improvement in the financial situation of the government has permitted the restoration of the reserve of the Bank of Poland, which from 127,000,000 gold zlotys ($24,511,000) on June 1, 1926, has risen to $310,000,000 gold zlotys ($69,830,000) at present. “The government, in following out its financial plan, aims at maintenance of a balanced budget without recourse to increased taxation, aimsat prevent- ing any increase in the cost of living, at further diminishing the rate of dis- count, at reforming the tax system and at maintaining the stability of the currency.” PRSI Soldiers Picked for West Point. Income Tax Problems Simplified for All No. 27. Bad debts censtitute a considerable item in the returns of many taxpay- ers and may be treated in one of two ways, either by deduction from gross income in respect to debts ascertained to be worthless in whole or in part, or by deduction from a reasonable reserve for bad debts. A taxpayer filing for the year 1926 a first return of income may select either method, subject to approval of the commis- sloner of internal revenue upon ex- amination of the return. If the method selected Is. approved it must be fol- lowed in returns for subsequent years, except as permission may be granted by the commissioner to change. Permission to adopt the reserve miethod is limited to taxpayers having a large number of accounts where credit has been extended to cover a considerable portion of time. It is not granted for the purpose of han- dling one specific debt. ‘What constitutes a ‘reasonable ad- dition” to a reserve for bad debts must be determined in light of the facts, and will vary as between classes of business and with conditions of business prosperity. A taxpayer using the reserve method should show in his return the volume of charge sales (or other business transactions) for the year, and the percentage of the re- serve to such amount, the total amount of notes and accounts receiv- able at the beginning and end of the taxable year, and the total amount of debts ascertained to be worthless and charged aginst the reserve during the txable year.
