WATERWAY REPORT BEFORE PRESIDENT Hoover Commission Favors Lakes-to-Atlantic Route Via St. Lawrence River. B esident "o Eoohage had before him | today a report favoring a joint under- taking by the United States and Cana- da to construct a $150,000,000 Great Lakes - to - the - Atlantic waterway by way of the St. Lawrence River The report was presented by Secre. tary Hoover, as chairman of the American commission which has studied the subject for many months It definitely rejected the proposed all-| American canal to serve the same pur- pose as uneconomic and impracticable at this time, and said negotiations should be entered into immediately with Canada looking to an agreement on all details of the Lawrence shipway. Route Found Cheaper. Fixing the cost of the St. Lawrence | project as far below estimates for the all-American route and a Lake On- tario-to-Hudson waterway, the Hoover | commission asserted the opening of the territory concerned to navigation was imperative “both for the relief and for the future development of a | vast area in the interior of the con- tinent.” An “effective net” cost of $148.000,- | 000 for the St. Lawrence waterway | was the figure worked out by engi- | neering boards of this country and Canada_and incorporated in the re- port. This was contrasted with an | estimateed cost of $506,000,000 for the Ontario-to-Hudson route and $631,000, 000 for the all-American. On the basis of estimated tonnage | that would be carried through the | waterway, the report calculated 43| cents as the toll cost per ton neces- | sary to cover operating expenses of | the St. Lawrence Canal, as against | $2.06 for the all-American and $1.64 for the Ontario-to-Hudson Power Figures in Cost. The large amount of power that would be developed from damming the great waterway was considered | by the commission in arriving at the much lower cost for the St. Lawrence waterway. Appropriate agencies would be set up by both countries to develop the proposed power, and in the recom- mended negotiations with Canada the commission said the United States should “recognize the proper relations of New York to the power develop- ment in the international section.” The St. Lawrence route would re- quire the construction of nine locks and eight bridges. While it has been estimated that its construction would require eight vears, the report said “10 years may be assumed as a min- imum period, even if all international questions, legislation, administrative and financial problems were rapidly overcome.” EDGE HITS f POISON RUM. A statement by Senator Edge, Re- publican, of New Jersey, deploring the use of poison in denaturing alcohol, was the only development over the week end in the discussion of how commercial alcohol. should be treated to prevent its use a8 a beverage. Condemning the use of poison to denature alcohol, Senator Edge said: “The appalling increase in deaths through alcoholism since prohibition is not a new discovery. United States Census Bureau figures published last ‘Winter established :the fact that gvery State in the Union has in recpnt years recorded large increéases, some as high as 800 per cent. Lately it has com- manded more attention, that's all.” “If dry leaders:can find satisfac- tion,” he continued, “with this accom- plishment, as their defense would in- dicate, it is their right. The resorting to poison to enforce a statute, of course, could never be justified, but now that the tragic resuits are better known, the Government should at once cease being a party to it. Never in a civilized country should it be authorized.
