By the Associated Press. SANTIAGO, Chile, November 10.— El Mercurio, on several occa- slons editorially has attacked the American Ambassador, Willlam M. Collier, charging him with partiality in favor of Peru on the Tacna-Arica Plebiscite question, prints the follow- ing editoriglly: “While the American Ambassador, Mr. Collier, as the diplomatic repre- sentative of a friendly nation, neces- sarily will be tolerated by the Chilean government when he returns here and there is no likelihood of violence against him, nevertheless this is no guarantee he will be treated in the most friendly fashion.” The editorial, which is entitled “Guest by Force,” declares that Mr. Collier lost the confidence -of Chile during the plebiscite proceedings, and sets forth alleged instances of Mr. Collier’'s acts. It reiterates the for- mer charge that he “overstepped the bounds of diplomacy.” It declares that due to acts much less serious than those of Ambassador Collier, the United States asked for the retirement of a British Ambassa- dor at Washington, and that if the Chilean government should ask the United States not to permit the return of Mr. Collier to Chile it would merely be following the example set by the United States itself. “It is a mistake,” says the paper, “to return him to Chile when what Chile sincerely desires is renewal of close friendship with the United States.” o Amount Not So Large. C., November 10 (#).—There will be no change In the eastern Dixie highway, known as route No. 25, running through Georgia to Florida from Tennessee, Kentucky and the North, it was announced here yesterday by W. C. Markham of Ken- tucky. The executive committee of the American Association of State Highway Officials made this decision final at a meeting here yesterday tended by Gov. Fields of Kentuc Florida, Georgla and Indiana o0p- posed highway No. 25 and favored the original markings of United States highway No. 41, over the Florida route, which takes the “Dixie bee line” route through Evansville and Hopkinsville, Ky., to Nashville.
