NEW YORK, October 11.—Con- stance Talmadge, screen star, and her Scotch husband _of seven months, Capt. Alastair William MacIntosh, have separated. Miss Talmadge is on her way t> Hollywood and Capt. Mac- Intosh is about to retubn to England. The separation, the screen star's friends say, is amicable but permanent and - will be followed by a divorce equally friendly, just as she divorced her first husband, John Pialoglou, a a wealthy New York importer. The reasons she gave for that divorce were that she wished to continue her screen career, and found she could not do so successfully while wedded. Dougherty is convinced that Washington needs jl new and larger Police Court bulld- ng. b After a ypersonal observation of conditions at the court this morning, Mr. Dougherty said there is no doubt in his mind that increased facilities are necessary. There were 121 priso! ers in the “dock” awalting trial du ing the Commissioner's visit, as com: pared with 208 last Monday morning, but the congestion was serious enough to Impress him with the handicap under which the court is operating. Project to Be Pushed. Commissioner Dougherty made the inspection in connection with his study of the magistrate system which has been proposed as one method of alleviating the overcrowded conditions at the court. A special committee headed by Odell 8. Smith is now making a comprehensive survey of the magistrate system in other cities, with a view to considering its ap- plication in Washington. The com- mittee was appointed upon the sug- gestion of Mr. Dougherty. Regardless of whether the magis- trate system is introduced in the District, Mr. Dougherty said plans tor a new Police Court building would be vigorously pushed. Congress at its last sesslon authorized a mnew building, after an investigation by The Evening Star, and the District estimates for the next fiscal year carry an item of $5,000 for prepara- tion of the plans and specifications.
