SHIP SALE TERMS -ARE MADE PUBLIG U. S. Vessels to Be Sold Only to Americans—Must Keep Up Services. By the Assoicated Press. * Specifications under which the ships and services of the United States lines and the American Merchant ines will be advertised for sale: to American citizens only, were made public yesterday by the Shipping Board. "The advertisements will ap- pear on September 20 and 27. At the same time Commissioner Teller of the board issued a state- ment asserting that the invitation for bids would in no way affect continu- ance of the service, and that pas- sage or shipments already arranged for would be carried out. “Any change in the service will be solely by way of improvement, if possible "through private operation, and if not possible through operation by the board,” he said. Conditions for Bidding. The specifications set separate prop- ositions under which bids may be sub- mitted: First, outright purchase of both: second, charter of both: third, purchase of either one and charter of the other, while another proposal in- cludes the liners America, Mount Ver- non and Agamemnon, which are ewaiting reconditionings, in the group of ships to be purchased or chartered; and still another invites bidders to submit their own propositions. If bids include agreements to supple- ment the present fleets of either line with ships of superior type, speed and condition, such offers will be taken into consideration. Use of Terminals. ! Bids also are asked for the right to | use piers and terminals of _he h«Ln(i in New York, England and conti-| nental Furope, and a_certified check for $100,000 is required with each bid. The specifications set out the service | to be maintained on each line, and | provision is made for tourist or olher‘ r special cruises where the regular service will not be interfered with, and the successful bidder also would be required to furnish a performance bond of $2.600,000 for the first two vears of the decade, which would be gradually reduced to $300,000° for the last two years.
