FORT SCOTT, Kans —-Shortcomings of the average Amer- fcan voter were diagnosed today by Maj. Gen. James G. Harbord, presi- September 8. dent of the Radio Corporation of America, in an address before the State convention of the Amerlcan l.egion here. Sees Voters Indifferent. ““The old ship of state is far from being on the rocks,” he remarked. “The alarm to be felt in this country is not so much at conditions as at the indifference, ignorance and neglect of the ordinary duties of citizenship which have brought about those con- ditions. “Because of his indifference, the American voter has allowed himself to be saddled with a primary system to which he pays little or no atten- tion. The primary makes for cor- ruption, for increased expense, and has resulted in a lowering of the average capacity and character in the candidates selected. Only wealthy men can aspire to high office under the primary system.” Another fault of the average voter, Gen. Harbord declared, is the inclina- tion to look on legislation as a rem- edy for all political ills. Says Congress Invades States. “With an oversold market for government statutes, there are forty- nine law factories, working overtime in mass production,” the speaker con- t'nued. “Our Congress, instead of devoting itself to functions that can- not be handled by the States, as was contemplated by the writers of the Constitution, is being forced by social welfare propagandists into legislative invasion of almost every phase of police power reserved to the several States.” Criticizing the average American for neglecting to form an opinion on the foreign policy of the United States, Gen. Harbord told the World War veterans that they themselves will be to blame if a debt settlement with France “will bring to our grand- children the accumulated ill will of 62 years.” U. S. FOOCHOW, September 8.—The American community in this city {s not large, so in the absence of school facilities children in the past have been sent to Shanghai for their higher xrade and high school education. Last Fall, however, under the pat- ronage of the Foochow American As- sociation, a school was organized with several mothers of children serving as teachers. One student was grad- uated in June and will enter the uni- versity in Shanghal. Interest has deepened to such an ex- tent that a woman, a former resident of Foochow, is coming in the Autumn from the United States to take charge of the school.
