A very strict law, regulating their use, manu- facture and sale, was passed by the last Congress. It goes in effect Sep- tember 30. In anticipation of the law’s enforce- ment, Dr. Fowler has had one of his inspectors for the past month study- ing the mattress business in all its phases. The health officer wants him 80 conversant with the whole industry that he can jump on a bed and tell what's in the mattress. Fowler Imposed On. Local dealers complained to Con- gress that Washington is the “dump- ing-off” place for old. often unhealth- ful, mattresses.” which are sold to an unsuspecting public as new material. Dr. Fowler favors the law, saying that some protection must he afforded from the possibility of selling mattresses which have been used in hospitals and exposed to contagious diseases. One provision of the law is different from most legislation. The health offi- cer s directed to recommend prosecu tion by district attorneys in other States if the guilty manufacturer re- sides there. Heretofore the health officer has looked after law enforce- ment strictly within the District. Tt is doubtful whether this feature would stand the.court test, some legal ob- servers say.
