PASSPORT RULING AID T0 TOLRITS State Department Authorizes Consuls to Issue Pzrmits to Americans Abroad. For the special convenlence of the | traveling public, United Siates con- sular officers at various important cities abroad have been authorized by the Secretary of State to issue pass- ports to American citizens without resort .to the State Department.| Under instructions issued by Secre- tery Kellogg, the new policy w ®O into operation October 1. Heretofore | Americans abroad have obtained pass- ports through the consular service, but the documents have neen by the State Department. ( New Ruling Avoids Delay. Frequently a considerable period elapsed between the date of filing an application for a passport and the | date of receipt of the document from the State Department. France to Use Mimosa Trees as Block to Flames. NICE, France, September 3 (#)— A new plan to combat forest fires in southern France is to be started next vear. Thousands of the practically unburnable Accario Decurens species of the mimosa tree will be planted in the forests to act as fire-breaks. KANSAS CITY, Sept. 3.—A -pillar of cloud by day and of fire by night, thrust heavenward atop a giant shaft of stone, soon will be a living re- minder of the sacrifices of Kansas & soldier dead of the World War. 2xperts in color effects have labored for teeks to produce the correct effect of fire at night, and at last have suc- ceeded. Steam and electric lights are used. On the cloud of steam, swaying gently in the night breeze, is reflected through lenses of the proper color the light from electric lamps. The effect is that of a cone-shaped pillar of fire. In the daytime the effect is that of a pillar of smoke. The steam floats from a great bowl, borne aloft by a graystoile shaft 217 feet high. The bowl is supported by the upstretched wings of carven angels. The shaft rises from a wall more than four hundred feet long. flanked by large buildings. The mas- sive liberty memorial is located on a hill directiy south of the Union Sta- tion. 7th & in Washington. ‘The memorial site was dedicated November 1, 1921, during the Ameri- can Legion national convention, in the presence of President Coolidge, then Vice President; Gen. Vickers, State convict, who was shot through the chest here Tuesday night when he tried to escape, died last night at the State prison hospital. The shooting took place as Vickers was being returned to prison follow- ing his capture in Spartanburg Sat- urday might. . Previously he had eluded a guard in Charlotte. A warrant_charging assault with in- tent to kill was {ssued before Vickers died against Rev. George Wood, min ister and deputy sheriff, who had | Vickers in_custody. While -Vickers absolved Wood of any blame for the shooting, eye-wit- nesses said the convict was shot after he surrendered. He broke away from the deputy, but was quickly cornered.
