CHICAGO, August 12—The bygone days of party conventions and party hosses may come back to Illinois. The 16-year-old direct primary law, under which nominees for State and local offices have been selected since 1ts enactment in 1910, will be thrown into the discard if the Illinols Su- preme Court sustains the decision of three judges in Circuit Court at Dixon, 11, yesterday. Holding that equal representation In county conventions under the ex- isting statute s impossible, Judge William J. Emerson, sitting with two associates, declared the primary law Inva nd unconstitutional, and en- joined county officers of Lee County from paying the salaries of election judges and clerks and other expenses incurred in the April 13 primary. The ruling will effect the results of the Spring primary only in Lee County. The chaos in party organi- | zation that would follow the final #crapping of the primary system was deferred by the announcement of an appeal to the State Supreme Court by State's Attorney Mark C. Keller of J.ee County. Almost certain war over the make-up of party committees, with its probable effect on the No- vember balloting, might be precipi- sated by an early decision adverse to the law, but the appeal is not likely to be heard by the court until Oc- tober, The 1910 statute provided for a party organization based upon county conventions, at which the voting | power of the precinct committeeman was determined by the number of votes cast for governor in his pre- cincts at the preceding general elec- tion. Owing to a reapportionment o Dixon City precinct, argued ge C. Dixon, attorney for a tax- paver who instituted the suit, it was impossible to determine the vote to which the re-districted committeemen were entitled. This inequality was held to be in violation of the consti- tutional provision for free and equal elections, and, because the section | was essential to the statute, the three | fudges unanimously declared the law | null and vold. Eight hun- dred and eighty-three immigrants gave the District as their intended future permanent residence when they landed at ports of entry during the last fiscal vear, while 230 emigrants left the District during the year. Seventy-two persons were credited to the District in June as immigrants, while 24 left. Allen arrivals in the year ended June 30 totaled 516,656, of whom 496, 106 were admitted, the other being inadmissible for varlous reasons. June deportations reached a mnew high mark, with 1,924 undesirable aliens being deported from the United States during the month. { MRS. Returning vesterday from a trip to the South, Senator McKellar, Demo- crat, of Tennessee, declared the law is being violated in the handling of Muscle Shoals. The Senator asserts the Government has turned this plant over to the Alabama Power Co., which is operating it, for some small return.
