Sweeping denial of charges made by Judge Kathryn Sellers of the Juvenile Court against Lieut. Mina C. Van Winkle's administration of the Woman’s Bureau of the Police De- partment was made in a statement issued today by the International As- sociation of Policewomen, through its assoclate director, Helen D. Pigeon. Mrs. Van Winkle is president of the assoclation. The statement made emphatic de- nial of Judge Sellers’ assertion, in tes- tifying before a House District sub- committee on the pending bill to give iegal status to the Woman's Bu.eau and expand its personnel, that police- women used “third degree” methods on girls sent to the House of Deten- tion. It also refuted Judge Sellers’ charge in a recent open letter to the District Commissioners that the ‘Woman's Bureau was responsible for eight cases in which she sald girls were sent to the House of Detention without warrant or proper authority. Defends Socinl Work. Vigorous defense also was made of the so-called preventive activities of the Woman's Bureau in which police- women deal with social cases, and which in many instances, it was said, they are able to adjust without the need of bringing the cases to court. “The allegation that ‘third-degree methods’' are used by Washington policewomen is a distortion of the truth,” the statement declared. “‘Judge Sellers claims that third - degree methods are used by policewomen here, but she expresses the opinion that even the friendliest questioning on the part of a policewoman is third- degree work. Such a statement in itself nullifies her charges.” Says Heads Are Satisfled. While pointing out that the Com- missioners made no reply to the charges In Judge Sellers’ letter to them, because it was released to the press, the assoclation sa!d the Com- missioners had nevertheless “in- formally satisfled themselves” that there was no improper procedure in the elght cases cited of children held in the House of Detention. Three of the cases, the statement said, involved United States witnesses sent to the {nstitution by the Supreme Court; in another the girl was held at the request of Virginia authorities, with similar circumstances surround- ing another case; in still another the child was held at the request of her mother; an adult sister requested that another, an “incorrigible orphan girl,” be held, and one was a fugitive child held temporarily at the request of the Associated Charities. Charges Ambitfon to Dominate. ‘The assoclation further declared that there was no foundation for Judge Sellers’ charge that children sent to the House of Detention are ‘kept with drunken women, prostitutes and shoplifters.” Drunken women, it was explained, are sent to Gallinger Hospital, prostitutes are segregated and shoplifters nearly always are re- leased on collateral. Judge Sellers’ criticism of the in. stitution is attributed in the report to “a desire to secure control of the House of Detention.” “The Washington House of Deten- tion compares favorably with any in the United States,” the assoclation declared. “All modern methods are used, and under the present director it Ras shown a steady and even phe- nomenal improvement.” —_— BORAH HITS U.
