ICARL'S RECORD PRAISED IN HOUSE Uninfluenced by Politics in Protecting Pubiic Funds, Says Democrat. Commendation of Controller General I McCarl was voiced in the House ves- | terday by Chairman Madden of “the | appropriations committee and supple- mented by Representative Connally Democrat of Texas, who referred to him ax a_man uninfluenced by politi- | cal conziderations or even by disap- proval of the President in protecting | the public tunds from misuse. This_tribute to the controller gen aral followed u proposal by Iepresent- ative Moore Democrat of Virginia, for a modification of the rules of the House, which, he suggested, s not become effective March 3 the dax before the present Congress | will end. He pointed out that in addition te the advantage in the enlargement of jurisdiction other advantages would result trom the change. Under the present plan the small committees function separately when often a comprehensive method of procedure 15 needed, applying to more than one department. By the Associated Press Chairman Smoot of the finance com- mittee pleaded today with the Senate not to make the Italian debt settle- ment the “foot ball of partisan poll- tics™ or to let its judgment be warped by vent criticisms” of Mussolini, the Fascist and their policies. Calling up the bill to ratify the | settlement of Italy's war debt to this country, the Utah Senator declared Ttaly had agreed to pay not only the principal of her debt of $1.600,000,000, but $800.000,000 of interest as well. Senator Smoot, who is a member of the American Debt Commission. de- clared this setlement was upon more liberal terms than that of the sub- sequent British-Italian agreement and that it was based upon Italy's capaci- ty to pay, in the determination of which American and Italian economic experts were in practical accord. Opens Fight on Ratification, The address of the finance commit- tee chairman, carefully prepared and bristling with statistics, marked the beginning of what has the promise of being a dramatic struggle with op- ponents seeking to send the bill to the foreign relations committee for further study. Proponents are confl- dent that they can muster the votes to block that program and put the | bill through. Adverting to the $100,000,000 loan which J. P. Our debt was an old debt. We were much in the same position as a credi- tor of a bankrupt concern. This must be accomplished if she is to live up to her debt settlements with this country and Great Britain. As a despalring creditor we should welcome the boldness of the investor who comes forward with new money to -invest in Italy.” Declaring . that the settlement was the best that could be made, Senator Smoot sald the American people had confidence in the debt commiasion and in its chairman, Secretary Mellon. “Above all,” he added, “they have confidence in the integrity and judg- ment of Calvin Coolidge. They know that his approval of the work of the commission means that the interests of the American taxpayer Have been safeguarded so far as it is humanly possible to safeguard them, and that the settlements arrived at are the best that could be effected.
