New bonds issued by them in 1925 totaled $1,391,000,000, or only a little less than the record figure reached the preceding year, when the total was $1,399,000,000. The 10-year average of such public loans during the dec- ade just before the war was about $302,000,000 or $20,000,000 less than the annual interest charges on the new State and local government bonds issued since 1913.
