Payment of substitute teachers of the District public schools out of the saldrles of the teachers who are absent was described ‘unjust and discriminatory” by Capt. Julius I Peyser, former member of the Board of Education, now commander of the local department of the American Legion, in a request he made to the department’s school committee yester- day to investigate the reasons for the system. ‘The committee was asked to ascer- tain the necessity for depriving the teachers of their salary during the time they are absent in order to pa their substitutes. This policy is dis- criminatory, he said, because the up- per teachers and supervisors of the ‘Washinglon school system are not thus penalized for their absences.
