By the Associated Press. CHICAGO, October 16.—A resolu- tion expressing its “‘profound sorrow" at the death of Victor F. Lawson, late publisher of the Chicago Daily News, was adopted yesterday by the newspaper division of the Audit Bu- reau of Circulation. “The Jjournalistic world has lost a leader whose influence extended far beyond the North American conti- nent,” the resolution said, “one who, by his far-sighted vision in_sending emissaries to all corners of the world to galn unblased views of progress, contributed greatly to the fund of knowledge so essential in the years of reconstruction since the war." Business Leadership Cited. The_resolution spoke of Mr. Law- son’s business leadership and of how he had pioneered the way toward an honest deal between publishers, ad- vertisers and advertising agents, “thus not only making possible to a large extent the establishment of the A B C, but through his active personal interest contributing largely to_its success.” Frank O. Lowden, in addressing the A B C convention tonight, de- clared the time is approaching when no nation can maintain a population beyond its abllity to feed it from tis own soll. “This is a truth which those industrialists who dream of imitating the policy of England adopted the first half of the last century would do well to heed.” Malcolm Muir of New York was elected president of the Assoclated Business Papers, Inc. Resolutions asking the Audit Bu- reau of Circulations to record ap- proval of a_world court were pre- pared by Eastern representatives today. Farm Paper Division Proposal. The farm paper division prepared to recommend to the general session, |} which opens tomorrow, the establisk- ment of a national agricultural day to be observed annually in the Au- tumn, with exhibitions of farm produce. The Association of National Adver- tisers drafted a proposed resolution providing for a penalty of $100 for advertisers found to be substituting for an advertised, trade-marked ar- ticle, the fine to be turned over to the victim of substitution. The general session also will be asked to act on the question of abol- ishment of the publisher’s statement, with the confinement of the bureau to the annual audit report of cirula- tions. Rifle Association Files Suit Against Former Secretary. ‘The National Rifle Association of America today filed suit for an ac- counting against Fred H. Phillips, jr., formerly its secretary. Through At torneys James S. Easby-Smith, David A. Pine and Frank H. Bryan, the com- pany asserts that Phillips, besides being its secretary, also was executive officer of the national board for pro- motion of rifle practive and has “commingled the funds and property of the United States with the funds and property of the plaintiff” and has confused and treated as one the affairs and activities of both organizations. The charge also is made that Phillips paid personal expense, out of the funds of the plaintiff association and has refused to give an accounting. It is also alleged that he has concealed his property and made transfers of real estate to “straw persons” without con- sideration to defeat recovery by the plaintiff. - TRIBUTES ARE PAID TWO DEAD TEACHERS School Board Dedicates Bird Bath at Wallach School as Memorial. A plain stone bird bath, erected as a memorial to Miss Lillle J. Busey and Jessie E. Brown, teachers at the Wallach School, who died last year, was dedicated yesterday afternoon at exercises in the school board. School officials, co-workers and friends of the teachers joined in paying them a fit- ting tribute. Miss Anne Beers, supervising prin- cipal of the eighth division, delivered the dedicatory speech. Miss Julia Rawlings, principal of the Wallach- Towers School, explained the signifi- cance of the memorial. Miss Rose Lees Hardy, assistant superintendent of schools, and Dr. H. M. Johnson, supervising principal of the seventh division, and Dr. E. G. Kimball, su- pervising principal of the third divi- sion, also spoke. Mrs. E. W.
