By the Associated Press. LAKEHURST, N. J., September 11. —Relterating his previously ex- pressed conviction that the reduction of the safety value system from 18 to 8 valves was the primary cause of the disaster which overtook the airigible Shenandoah, Capt. Anton Helnen, the German dirigible expert, in a telegram to Secretary y Wilbur made public challenged truthfully convincing testimony that the gas bags were intact when the ship broke up.” Capt.
