Gibbs, commanding the steamship Jefferson of the Old Dominion Line, shot himself in the head in his cabin aboard that vessel today and died instantly. Persons aboard the ship notified | police after the discharge of a re. volver was heard and it was found that the door to Capt. Gibbs' cabin was locked. Police answering the call broke down the door and found the body on the cabin floor. There was no note or other evi dence to indicate whethtr the shoot ing was intentional or accidental Capt. The vote was light, adherents of the conservative and rchurch parties re- fusing to participate. The new con- stitution becomes effective in Septem. ber. It follows closely the Constitu- tion of the United States with such variations as are considered necessary to meet different conditions in Chile and the temperament of the people. Aside from the electoral reforms pro vided, the most important clause is for separation of church and state. Until recently this was a delicate question, but it is believed that the crisis is now safely passed It is pro- vided that the government shall pay substantial subsidies to the church for a period of five yvears to enable the heads to reorganize its financial sup- port. Custoras Of- fice in Georgetown. Andrew W. Brown, 76 years old, formerly for many years a clerk in the United States customhouse, Georgetown, died at the residence of his daughter, Mrs: R. L. Hill, 58 Quincy place northeast, yesterday, after a lingering illness. He had been sick since November and resigned from his position at the customhouse at that time.
