By the Associated Pr DENVER, Colo., August 28. ernors of Colorado, Utah and Wyo ming will meet in Denver Saturday on Colorado River problems and pos- sibly formulate a policy opposing the huge power development project in lower basin States until upper States rights have been assured by ratifica- tion of the Colorado River compact, or otherwise. It is expected that the governors will discuss measures to be taken by thelr States and possibly New Mex- ico, in opposition to proposed ex- tensive developments of power proj ects on the lower reaches of the river prior to assurance of protection of the upper States’ rights.
