The complete letter is on file in our office. When this section of the city is further developed and the development is moving rather rapidly in that direction, the reservation around Dalecarlia will undoubtedly be made into an attractive park. Dalecarlia is one of the rese voirs of the Washington water supply system, and in the construction of our filter plant on that reservation designs are developed with a view to making thém a park feature. The construction of the dam at the District line is a part of the proposed hydroelectric ‘development of the Po- tomac River and has been under consideration for a number of years. Offers have already been made by private parties that if the Government will build the dam they will construct the necessary power houses, transmission sys- tems, etc., and guarantee the delivery of power in the District of Columbia at a rate that will average a saving of about $1,000,000 a year for the District, in addition to paying interest on the investment in the dam. On this basis it seems reasonable to expect that even in case Congress finally turns down this project that private develop- ment can be expected. It is impracticable at the present time for me or for anyone else, of course, to make any definite statement as to when this development might he made. Washington does not rank very high in comparison with other cities in the proportion of park areas. The general sentiment seems to be that Washington should be a model in this respect. In order to correct this deficiency Congress has recently appointed a commission—National Park Com mission—who are to have available yearly certain funds to BYDCEed with park development. One of the grand schemes in certain funds to_proceed with park development of the istrict of Columbia has been a boulevard along the Virginia shore to Great Falls, then down on the Maryland side back to the District line. With the pool that will be formed by the dam extending from the dam site nine miles up to the foot of Great Falls, there is an unique opportunity to have one of the most magnificent park developments in existence. I cannot, of course, state definitely as to what will be done in this case, but I referred your Mr. Fields to Colonel Sherrill, who is the Executive Officer of that commission and who, I assume, has given him such infor- mation as he could.
