10 BIG BILL EDWARDS WILL TRAIN POLCE Princeton Foot Ball Coach to Head New York Academy for Young Patrolmen. By the Associated Press. NEW YORK, June 12—Big Bill . Edwards, who helps teach Princeton boys every Fall to be good foot ball players, is now going to teach New York cops to be good cops. He has been appointed ‘“prexy” of New York's new police academy, and when he attends the twenty-fifth re- union of his class he is going to get a few ideas from President Hib- ben of Princeton on how to run an academy. Revision of the Federal taxes, with reductions below the present law, at the next session of Congress was pre- dicted yesterday by Senator Smoot of Utah, chairman of the Senate finance committee. At the same time Senator Smoot an- nounced his opposition to tinkering with the tariff. “I feel certain that the surtaxes will be reduced,” he said, “and have no doubt the tax will be brought down to 25 per cent and perhaps less. Some o the opponents of surtax re- duction at the last revision have come to agree that the best way to bring prosperity is to allow business to pro- ceed with as little hindrance as pos- sible. One of its greatest burdens is taxes. I think Congress has come to the conclusion that high rates not only interfere with established busi- ness, but also prevent new enterprises. ‘Would Stop Discrimination. “I want to see all discriminatory taxes eliminated from the law. No- body can tell definitely how much we can reduce taxes next session until after the June payments are made and the returns are examined. I think it will be between $350,000,000 and $375,000,000. Tax reduction, in my opinion, is of greater interest to the American people than anything else. “An effort will be made to increase the amount of exemption on small in- comes, and there may be a slight re- duction in the' amount of taxes im- posed on them, but I have always thought that men with incomes of from $4,000 to $5,000 a year are not good Americans urless they are will- ing to pay a tax toward the mainte- nance of the Government. I think it is better for them to take a little more interest in the expenses of the Gov- ernment and in the administration of its affairs. A man will do so if he contributes toward its support.” As a member of the foreign debt commission, he also expressed hope that the near future would bring some developments in the refunding of various foreign loans. He had re- ceiyed notice, he said, that the com- mission would meet next month to consider settlements.
