A. M., for 50 years; member of La Fayette Chapter, No. 5, R. A. M.; De Molay Commandery, No. 4, K. T.; member of Almas Tem- ple of the Mystic Shrine for 30 years, and a member of Beacon Lodge, No. 15, 1. 0. O. F., for 10 years. He also was a director, assistant | treasurer and member of the audil\"g; committee of the Acacia Mutual Life | Association. Of all the organizations to which he belonged there was none in which he took a keener interest than in the work of the Association of Oldest In- habitants. As historian of the or- ganization, it has been his annual cus- tom for many vears to read to his as- sociates on New Year day a chronicle of the events of the year. The task of compiling this chronical represent- ed many hours of work, but Capt. Evans frequently referred to it as a labor of love, and his chronicles have been preserved as one of the valuable records of the association. Born in 1851. He was always on the alert for any valuable relic of old Washington that might be added to the archives of the Association of Oldest Inhabitants. In addtion to the papers and historical objects he presented personally, the assoclation has numerous relics that were given by friends of Capt. Evans. Capt. Evans was born in the District of Columbia in 1851 and began to earn his own living at the age of 13, after having received his education in the public schools of the city. Before the Civil War began he carried The | Evening_Star. For three years he followed the Army of the Potomac as an official newsboy, assigned to the New York Excelsior Brigade. During that time he frequently assisted in removing | wounded men from the fleld of battle to_places of safety President Lincoln manifested an interest in the youth and invited him to the White House. When his father died it became necessary for voung Evans to aid in supporting the family, and Lincoln appointed him a mes- senger in the Intetior Department. Thus began his period of Govern- ment service, in which he rose to the position of chief disbursing officer of the department. During his long period of service in the latter position Capt. Evans handled $600,000,000 without loss of a penny. Supervised Huge Sum. As chief of the financial division he passed on and adjudicated, financial affairs approximating $8,000,000,000 without loss or reversal of his action. Evans recelved a letter of con- gratulation from President Woodrow Wilson, and when he retired from service on July 1, 1923, President Harding addressed to him a message of commendation for the unusual record he made in the Interior De- partment. @ During the Civil War, when the Confederate Army made its rald on Washington, Capt. Evans enlisted and served at Fort Stevens, near Brightwood. Capt. Evans had an intimate knowl- edge of the details of the assassination of President Lincoln, having been one of those who identified the remains of | John Wilkes Booth. From 1875 to 1880 Capt. Evans was | a member of the Washington Light Infantry and later was active in re- organizing the National Rifles. Presi- dent Cleveland, in 1895, commissioned him in the District National Guard, and in 1918 President Wilson gave him a commissiorl as captain in the Quartermaster Corps of the guard. When Capt. Evans retired from Gov- ernment service in 1923 he receiyed a letter from Secretary of the Interior Hubert Work, in which the cabinet officer, In commenting on the long record of Capt. Evans, said: “Such fideHity to a trust is deserving of more than passing notice. It is because of such men that our Government now directs the greatest Nation on earth.” Capt. Evans is survived by his widow, Mrs. Florence Boyd Evans: three daughters, Miss Marian Evans, Mrs. Katharine Peyton and Mrs. Wil- liam O. Baldwin, the last mentioned of Montclair, N.
