NAVIGATION SHIFTS EXPECTED SHORTLY Capt. Johnston’s Arrival to Be Followed by Several Bureau Changes. Arrival here of Capt. Rufus Z. Johnston, now in command of the tleship Utah, isx expected to be followed by a shift in tue flicer per- sonnel of the Bureau of Navigation of the Navy Department, culminating Edward H. in the selection of Capt. Under the present organization of the department this official is expected to represent the Secretary of the Navy at the Capitol during the pendency of legislation, and it is a most difficult task in the eves of naval officers. Actuaries Guess March Tax Income To Half a Per Cent Treasury Reports Most Accurate Forecast Ever Made Here. Treasury receipts from the March tax installments, exclusive of special assessments, totaled $432,000,000, or within one-half of 1 per cent of the estimates made by Treasury actuaries when the new tax bill was enacted months ago. In addition, the Internal Revenue Bureau received a $2,000,000 payment under an additional assessment against the Grey estate in connec- tion with sale of Ford Motor stock in 1919, but officials said it could not properly be checked off against the tax law of 1924. The Treasury actuaries therefore missed the total by just $2,000,000, having informed Secretary Mellon that the total would be about $430,- 000,000. Undersecretary Winston said today it was the best guess ever made at the Treasury. Seven Nations in Balloon Race.
