C, After a session which was not at- tended by the full membership, it was announced that a resolution would be presented at the next meet- ing demanding abolition of the play jury system and a return to prosecu- tion under the penal code. Rev. John Roach Straton, pastor of Calvary Baptist Church, led the attack on the system, calling it an extralegal institution representing a “gentleman's agreement between law- breakers and ourselves.” He com- plained that “one manager:confessed his play was indecent, but was not prosecuted.” Canon_William S. Chase, pastor of Christ Church in Brooklyn, declared that when a play violated the law the license of its producer should be revoked. Chief City Magistrate McAdoo, a lay member of the federation, said laws regulating the theater and the publication of books had both broken down, but that the “public decency” provisions of the penal code could cover both violations.
