By the Associated Press. i NEW YORK, March 27.—The sixth Iifternational ~Neo-malthusion and Birth Control Conference, in the sec- md session of its seven-day meeting, unanimously adopted yesterday a res- olution describing France and the United States as “the most buckward countries represented at the confer- ence” from the standpoint of dis- semination of birth control informa- tion . Several speakers pictured birth control as the only method of pre- venting overpopulation of the world and consequent intensification of the economic struggle for existence in industrial countries. Dr. Louis L. Dublin, statistician of the Metropolitan Life Insurance Co., said birth control would hamper the American spirit of progress and adven- ture. He favored discussion of birth control, but opposed its practice for * the present. Prof. Paul H. Douglas of Amherst College asserted that feminists in Europe have favored the fixing of such minimum wages as will permit 111 workers to malintain a family of five. At this rate, he said, the United States would be able to support 70,- 100,000 more persons than it now does. Declares Douglas Wrong. Rosika Schwimmer of Austri vho enger on Henry Ford's ,"" objected to Prof. Doug- pretation of European feminists’ purposes. She asserted that they have favored no such fixing of wages. Prof. Samuel J. Holmes of the Uni- versity of California was another speaker. Dr. Raymond Pear], statistician and head of the biometry department of Johns Hopkins University, said that the time has come for the adoption of a militant policy by advocates of birth control. ‘The birth control movement,” he d, “after a long and bitter struggle, | attained a certain academic sort | respectability. But in my judg-| nt the time is hard upon us when certain militancy in its advocacy, “ven at some possible expense of re- spectability, is called for.” PERUVIANS TERRORIZED BY CHILEANS, IS CHARGE Attacks in Tacna-Arica Declared Designed to Affect Forth- coming Plebiscite.
