A city council consisting of 12 members to be elected by the citi- zens’ assoclatfons in the various sec- tions of the city, as opposed to the proposal of Commissioner Bell for a council of nine members to act in an advisory capacity to the Com- missioners, was the result of action taken by the Lincoln Park Citizens' Assoclation at a meeting in the Bry- ant School, B street between Thir- teenth and Fourteenth streets south- east, last night. Moves to Disapprove. Expressing the belief that the northwest section would be the prin- cipal beneficiary under the present plan and that progress in the matter of obtaining the vote in the District would be hindered, H. L. Bushong offered a resolution, which was de- feated, disapproving of the council plan. He said it was possible the Commissioners were finding it dif- ficult to haudle the Federation of Citizens' Associations as it wished and that it would be easier to sway the smaller body of nine men. David Bapp, secretary of the fed- eration, outlined the council proposal, after which D. A. Edwards suggested a change calling for one councilman from the southwest, two each from the southeast and northeast, four from the northwest and three colored Tepresentatives, each to be elected from the sectlon represented. Upon motion this amendment was adopted. Zoning Law Upheld. Support was voted to any effort made to oppose the attack on the constitutionality of the zoning law. The assoclation will request the Fire Department to recognize the danger from fire in the eastern section of the city through the inadequate num- ber of fire alarm boxes, and the postal authorities will be asked to increase the number of mail boxes. Inadequate sidewalks on the north side of East Capitol street from Fourteenth to Fifteenth street will be brought to the attention of the Commissioners.
