GENEVA, February 23.—With ref- erence to the opinion handed down by the Permanent Court of Internabional Justice at The Hague regarding the Interpretation of the word “estab- lished” in the Lausanne peace ty, and relating to the Greeks resident in Constantinople, M. Politis, the Graek representative, has succeeded in his view—that Greeks domiciled in Con- stantinople before the signing of the armistice in 1918 are not llable to exchange. . On the other hand, the Turkish rep- resentative carried his point with re- gard to priests of the Greek patri- archate, who, according to the Turk- ish view, can be exchanged M. Politis endeavored to obtain for ecclesiastics exemption from ex- change, though his contention was not not submitted to the court.
