Heay Ice in Upper Potomac Car- ried Off Without Damage. Special Dispatch to The Star. CUMBERLAND, Md., February 12— ~—The rise in the Potomac River and Wills Creek has been sufficient here to carry off the heavy lce without damage. The thaw has been grad- ual and the rain has not been heavy enough to cause trouble. - The rise in the Upper Potomar, after having been gradual for several days, was rapld yesterday and people gathered along the banks to watch the fce jam against the supports of the temporary bridge in the place of the structure carried out by the flood of March 29 last. The supports with stood the onslaught. All occasion for anxiety over a possible flood has passed tion.
