BERLINWELCONES PACT RATIFCATIN Feeling of Satisfaction Noted in Commercial and Dipto- matic Quarters. By the Ansmelate y 12—Formal Tatification by the United @te of the commercial treaty between the United States and Germany has created a feeling of satisfaction in industrial, commercial and financial quarters, where it Is assumed that, despite the modified reservations made by the Senate, there will be no ob- structions interposed when the pact oomes up for counter ratification by the Reichstag. The Boersen Courler savs America's rratification of the treaty Is an event of great significance, in that It is the first long-time pact based on the prin- ciples of a most favored nation which Germany has succeeded in concluding with a former opponent. This journal assumes that the present reservations apply only to American coastwise shipping.
