PERLMAN HAS % LEAD BY RECOUNT Rosken, Admitted “Fixer,” Repeats Story of Vote Jug- gling in House Race. By the Associated Press. NEW YORK, February 13.—Nathan D. Perlman, Republican, was given a nossible majority of 117 and an un- lisputed majority of 26 votes over the Democratic candidate for Con- gress, Dr. William I Sirovich, in a recount of the ballots cast in the last clection in the fourteenth congres- ®ional district, Manhattan, completed vesterday by the Board of Elections upon demand of Dr. Sirovich, follow- ing charges of fraud in the original count. George Rosken, out on bail on an Indictment of perjury in comnection with charges he made concerning the vote, appeared hefore the examiners and repeated his sensational state- ment recently made to the grand jury that he “fixed” ballots in the first ount in favor of Perlman by the ald of a magic ring containing pencil lead. Blum, Renaudel and Bracke, under which a policy of continuing the party's support of the Herriot ministry will be approved. At the same time, however, this resolution, In referring to the text of the resolution adopted last June for- mally assuring Premier Herriot the support of the Socialists, will declare that the Socialist parliamentary group, while continuing its support of the cabinet, “cannot constitute a permanent and obligatory element of the parliamentary majority.” This satisfies the left dection of the party, but not the membeys of the Right.
