HUGE SHIP COMBINE DECLARED MENAGE Canadian Says Object Is to Control World Trade on Seas Ultimately. By the Assoclated Pross. OTTAWA, February 10.—A combina- tion of 25 steamship companies holds absolute and menacing sway over the North Atlantic commerce of Can- ada, Great Britain and Europe, as- serted W. T. R. Preston in sum- marizing to the House of Commons vesterday the results of an investigation he had made for the government. “Thé moving spirits in this gigantic world-wide organization have con- spired, agreed and arranged unduly to limit the facilities of ocean trans- portation.” said the report. “They are preventing, limiting and lessening competition in ocean trans- portation to and from Canadian ports. This combine is an obvious menace to the natural development of export trade and an evident deterrent to the prosperity and welfare of the Do- minion, Mr. Preston declared the organiza- tion, which, he sald included the Canadlan government's merchant ma- rine, wields a “big stick” over ship- pers, restricts emigration from Europe to Canada by charging excessive steerage rates and keeps a strangle- hold upon the Dominion’s foreign trade. Its aim, he sald. is ultimately to control the world’s shipping. TWO WIVES ASK DIVORCES ALLEGING GRIEVANCES Mrs. Lillian F. Phillips Charges Husband With Cruelty. and Names a Co-respondent. Mrs. suit Lillian F. Phillips has filed for an absolute divorce from Homer F. Phillips, a member of the bar. Mrs. Scott sued a few months ago, but withdrew her petition and was rec- onciled with her husband. She now says he did not keep his promises to reform. They were married at Rock- ville. The American Legion Auxiliary has issued a call to 16 women's national patriotic organizations for a women's conference on national defense as a peace insurance, to meet in the Red Cross Auditorium here February 22 to 25 inclusive. More than a hundred del- egates are expected. The call for the meeting, announced today by Mrs. O. D. Oliphant of Tren- ton, N. J, national president of the American Legion Auxiliary, proposes discussion of the operations of the national defense act and of pending legislation for universal military draft in war time.
