PHILLIPS, 83, APOPLEXY VICTIM Noted Mathematician Was Re: deut of Capital for Last Ten Years. EpuoNSTON, WILLIAM H. H. PHILLIPS. William H. H. Phillips, 83 years old, former college professor and a resident of Washington for the last 10 years, dled at his residence, 1424 Euclld street, yesterday. Death was dut to apoplexy. Mr. Phillips had been much interest- ed in the proposed Great Falls power development project and had written several articles on it. He was also interested in the development of a national university in this city and was instrumental in bringing about congressional hearings on such & pro- posal just prior to the World War. Born in Canada, Mr. Phillips re- celved his education at Wesleyan Cniversity, at Middletown, Conn.; tended Berlin University and later was awarded a Ph. D. degree at the Cniversity of Heldelburg, Germany, For many vears he taught mathe- matics at South Dakota State Col- lege and also taught at Wesleyan \cademy, at Wiibraham, Mass, for about 12 years. HMe was the author of a book on geometry which was extensively used wn universities Mr. Phillips was a member of the Phi Beta Kappa Fraternity and also belonged to the Masonio order in South Dakota He 1s survived by his widow, Mrs. Carrle E. Phillips; two daughters, Mrs. Florence H. Haas of Volga, Dak., and Miss Louise Phillips of this city; a son, Edward C. Phillips of Brookings, S.
