Lewis of Maryland to the commission, will permit Mr. Cool- idge to bring about a desired reor- ganization of the tariff. body.. For more than two years the commission has been deadlocked on almost every major question and efforts by Mr. Coolidge to bring_about a working agreement have failed. Appointment of Mr. Culbertson to a diplomatic post is one.of the pos- sibilities. Decision of -Jacob Gould Schurman; to remain as minister to China after it had been indicated he might retire, closed that door, but there remains the possibility of a vacancy in a South American post. An intimation also has reached Washington that Gov. Towner of Porto Rico may want to give up his post because of his health, but the President wants to retain him if possible. Consideration is being given by Mr. Coolidge to several recommendations for the place on the tarlff commission held by Mr. Lewis under a recess reappointment. Reorganization of the tariff com- mission may be followed by a shake- up in the Federal Trade Commission. This agency has found itself in fre- quent conflict with the Department of Justice and other branches of the Government and some of its members were accused in administration quar- ters of disagreeable political activity during the recent campalgn.
