RICHMOND, Va., September 3.— The State Corporation Commission begun the annual hearing of the te public utilities companies rel- ative to the assessment for the co ing year. The commission has to pa on real estate and all other values to fix_the amount of taxes to be paid. The first matter taken up was that of the steam roads. Under the law, the roads pay a franchise tax of 1 per cent on earnings, in lieu of license to operate. The car-loaning companies and other car companies were being heard today, with the electric rail- vays, light, heat and power com- panies and gas and water companies for tomorrow. The telephone, tele- graph, canal lin ots, steamboats and motor vehic! riers will wind up the hearing Friday. The asseds- ments will have to be made at once.
