Franklin P. Haller, register| of wills and clerk of the orphans’ court, vesterday forbade justices of the peace and other officials to issue marriage licenses unless one member of the couple is a resident of the county. The order was due, Col. Haller said, to the “indiscretions” of certain mag- istrates. He pointed out that recent- 1y a boy of 17 and a girl of 16 haa been married in the county, and that another couple applying for a license discovered to their dismay that the magistrate had married them. NAVY VESSEL IN TRIAL TESTS TODAY Superdreadnaught West Virginia Capable of Hitting Enemy Bat- tleship Twenty Miles Away. ROCKLAND, Me., August 27.—The superdreadnaught West Virginia, the lzst cepital ship of America's battic flaet that can be completed for the next 10 years under the agreement for limitation of armaments, began her trial tests in Penobscot Bay to- day. These tests will last two weeks and will be the most extensive ever given an American warship. A standardization trial under light displacement, one of three standard- ization tests, was the first of the runs made for the observation of the naval trial board today. Similar ments will be made later. It is the first time that all three trials have been given. The West Virginia, although in di- tests gt mean and maximum displace- | mensions outranked by Japanese and British battleships now built or building, is in some respects a more powerful fighting machine. TIn ac- tion she can take a position 20 miles from an enemy ship and with her battery of eight 16-inch guns drop eight tons of steel and explosives on_the decks. She is electrically driven, designed for 21-knot speed, with a fuel ca- pacity for 10,000 miles; is 624 feet long, has a 97-foot beam and dis- places 32,600 tons. Capt. Thomas J. Senn is her commander and has a crew of 1,400 men.
