There is no question that available credit and favorable interest rates at the present time constitute a favor- ing factor for any improvement which may develop, The better alignment of farmer prices and industrial com- modity prices which I have already mentioned makes the farmer a more representative buyer in our markets. His problem ‘is not solved, by any means, but so far so good. The hand-to-mouth buying policy which has been the fashion for the last few months has tended to de- crease stocks on hand. This means a resumption of buying for many in- dustries which have suffered extreme depression while surplus stocks were being used up. A moderate improvement in busi- ness this fall may come, but it will be well to remember that the read- justment is not yet competed and no one knows what the balance of the year will show.
