MELLON STILL FIRM FOR RUM SHIP PLAN/ reau Coast Guard Needs Special- ! ly Built Vessels. Treasury officials still believe that effective enforcement of prohibition depends upon sufficient funds to guard the coast line agaiust smug- gling, and Secretary Mellon has so informed the budget bureau, which is considering a program for expending ,000,000 in cxpansion of the coast guard. Most of the liquor passing through bootleg channels, Mr. Mellon believes, comes from without the United States. He does not think it practical to em- ploy Navy craft in the place of the new coast guard ships it had been proposed to build, because the Navy craft available are too expensive to operate and too slow. The Secretary also holds that the suggestion that Shipping Board boats be used to check rum running is fm- practical. Most of the Shipping Board boats not now in use are re- garded by him as being of a wrong construction for coast guard work and likely to cost as much to operate in ope year as would be expended in the building of one of the proper type of coast guard craft.
