The final draft of the proposed new teachers' salary bill to be introduced in Congress In the present session as 4 substitute for the Capper measure, which failed of passage in the Sixty- seventh Congress, was made public today by the board of education. An effort to adopt the bill at the echool board meeting yesterday after- noon was blocked by Capt. Julius I. T'eyser, new appointee on the body, who demanded sufficient time to con-| sider the measure. As a result a spe- clal public hearing was called for Monday night at 8 o'clock in the Franklin School.
