Even the Dutch East Indies, on which the Netherlands government s about to spend enor- mous sums for fortifications, in addi- tion to new war craft, might no longer be considered subject to a “Japanese danger.” Statesmen in the United States and the British empire, in particular, are promptly giving thought, too, to the ef- fect on Japanese emigration of the re- cent catastrophe. There are two sets of opinion as to the probabilities. In some quarters it is held that there fs bound to be an unprecedented exodus of Japanese, particularly of the labor and less well-to-do elements, because of the new tax burdens and generally greater costliness of life in Japan that soon will be inevitable. Chance for Rebullding. A contrary theory is that Japan will absorb her surplus population for re- building purposes—that the Japanese “‘overpopulation” issue, hitherto ag_in- ternational bogey, has been solved, and that Japanese of the working class will be sorely needed at home and will stay at home.
