By the Associated Press. NEWCASTLE, Ind., June 25.—Keen regret that the United States “is holding itself aloof and refusing to make the contribution God has given it the power to make, to put an end tp war,” was expressed here today by United States Senator-elect Samuel M. Ralston. Mr. Ralston was the principal speaker at the dedication exercises of a shelter building im Memorial Park. The speaker praised the Interna- tional Court as the step necessary to prevent future wars. He criticized former Senator Albert J. Beveridge for attacking the court. Plans Next Draft. Senator-elect Ralston warned that the government now is planning on the next draft, the kind of clothing the soldiers shall wear and the kind of weapons to be used. Opponents of the court, Ralston said, offer no plan for preventing other wars. Thelr only suggestion, he said, was for the United States to set an example of rectitude and jus- tice, Such a suggestion he termed as_“hopeless.” Mr. Ralston ‘said: “The * brilliant statesmen in opposition to the world court are especially anxious, so we are informed, to ses their count: move up the ‘high and sunlit groun striven for by all American states- men, from Washington to Lincoin, from Lincoln to Roosevelt,’ and they are alarmed lest the world court would aim to preserve the status quo by maintaining existing territorial boundaries. The country Is remind- ed by them that wars have arisen over territorial boundaries.
