Much is whispered about him, of his high methods, his remorselcssness and his uncanny efficiency. How far these are true ] cannot say. That fact alone should tell something of the man, for I live in Moscow and it is my business to know these things. Radek, Zinoviev, Tohitcherin. Two other men rark high in the control of the - communist party— Zinoviev and Dadek. Zinoviev was Lenin's right hand man in exile, wi appointed head of the Petrograd go ernment, and for a time stood out head and shoulders above most others in the communist ranks. He was t| reat orator at party gatherings and e was behind the organization of the communist movement in the far east. But in recent years he has lost much ground, although he still hag & strong following among the stricter communist ’ Radek 18 a journalist who learn- ed revolution in his native Poland. He is a tirel writer and he is reputed to be behind gome of the most uncompromising dispatches sent out by the Russian government, He is the trusted ad- viser of the communists on foreign relations. Tchitcherin, commissary for foreign affairs, is by birtlr an aristocrat, and for some years was in the czarist dip. lomatic service, reaching, I believe, the post of first secretary of legation, To the amazement of his friends he became more and more advanced in his views, until he finally threw up his diplomatic position and became an organizer of revolution, living very simply in Berlin and London. Retains Diplomatic Gifts. He can be very charming, can Mr. Tchitcherin. He retains his old diplo- matic gifts, and I believe he would like to see all the glories and dignity Russian_diplomatic service restored, with great chancelleri splendid hospitality and much dignity. Not that he loves these things him- self. Work is his passion. He toils far into the night and often enough his assistants are aroused early in the morning to talk to him on the telephone. He will visit, in silk hat and morning coat, a king, as he did Trotsky's two outstanding qualities | Vigor Marks Trotsky as Doer Among Rus§ia’s Stern Leaders Flight From Siberia and Facing Keren- i sky’s Army, Sent to Arrest Him, Crises in Extraordinary Career. the King of Ttaly, or he will sur- render his bed to a workingman comrade who has none. Tchitcherin regards one man with hatred—Lord Curzon. Curzon, wit that air of “a very superior purzon which has more than once been his curse, has lost no_ opportunity to snub'and thwart Tchitcherin. The Russian commissary may be com- munist. but he is ancient aristocrat also. Some day the Curzon-Tchitcherin feud may bring tragedy to Europe. Tchitcherin's occasional diplomatic violences are explained by his uncer- tain health. His triends call him the “man with the golden heart.” Directing Spirit of Police. And yet this man is the overlord and directing spirit of the most ter- rible political police in the world. In the days of the czars he spent many vears in prison. He had more than one escape and his suffrings were very great. He ranks with Trotzky as an organizer, and one of his latest tasks has been to reorganize the rail- roads of Russia. There are many who gaunt Dzerzhinsky as the greatest power in Russia. department and the commissar of fine arts, Is another ldeslis He has struggled manfully under great handicaps. to educate the youth of Russia. He writes plays. Krassin, commissary of foreign trade, was formerly an enginaer. He cenducts one of the biggest busi nesses in the world, for the com- munist government retains the mo- nopoly of forelgn trade in its hands. He deals in millions as other men deal in thou buying and selling managed by his department will, I suppose, be at least $500,000,000. Has Many Bitter Enemles. Krassin lives in greater state than any of his colleagues. His offices in the city of London are noted even there for their splendor. He is re- puted, and rightly, to be a man pf moderate and business-like principle: He has fought hard to compel his ool leagues to admit foreign capital and enterprise. He has enemies, and strong enemies, in the communist ranks. Last year it seemed for a time as though they would overcome him. Lenin came out in his support and his enemies vanished. But he may yet have a bitter fight for his political existence For despite party discipline and outward accord, there are jealousies and controversies as flerce as or even more flerce among the communists than among political groups in other lands. And as communism becomes more established these differences and controversies are bound to grow. ————— URGES STATE RIGHTS. Garrett Would Halt Centralizing of Government.
