Founders’ duy was celebrated by the District of Columbia Cong of Mothers and Parent-Teacher Associa- tions on Tuesday by a joint meeting ©of all the parent-teacher assoclations With the Child Welfare Soclety. This an all-day meeting, and the at- tendance taxed the capacity of the large ballroom at the Ebbitt. The morning session was devoted to a| conference with the presidents of the many school organizations. During the afternoon there was a brief talk by Mrs. Frederic Schoff of Philadel- hia, the honor: president of the National Congress of Mothers and Parent-Teacher Assoclations. Other speakers were Miss Mary Gwynne, president of the Child Welfare So- clety; Dr. Hugh J. Davis, Mrs. J.! Sanders, Mrs. Andrew Stewart, Mrs. William T. Bannerman and Miss J. M. Rawlings, the principal of the ‘Wallach-Towers Schools. ! ‘The Natlonal Congress of Mothers, organized in 1897, was the result of the dream of Mrs. Theodore W. The District of Columbia Congress of Mothers and Parent-Teachor Asso- ciations have been conducting an ac- tive campaign in support of the teachers' salary bill and the com- pulsory education and school census bill. As part of this campaign an S. 0. §. letter was sent to every state branch and to the officers of the na- tional organisation, calling their at- tantion to the fact that the District of Columbla is the “ward of the na- tion” and has no vote or voice in its own government and begging them to roalize that their obligation for the welfare of their capital city shoula be second only to that for their own munity. This letter asked them help by writing to their repre- atives in Congress in behalf of chool lecislation. Wel- | ler of Jacksonville to obtain the cus- tody of his seven-year-old son.) Charles Stagg Weller, whose mother and grandmother, natives of Stam- ford, Conn., committed suiclde at West Palm Beach Tuesday, when it granted him o writ of habeas corpus. Tearing of the writ by which Weller eeks the custody of his son will be heard later. M. B. Carmichael of West Palm Beach, who now has the boy, was made respondent. Weller's petition did not recite the details of his divorce two vears ago from his wife, Mrs. Pauline Stagg Weller, and the award to her at that time of the son. Neither did it refer to the self-destruction of the woman ®nd her mother, Mrs. C. E. Stagg. It set forth briefly that he was the father of the boy and sought hie cus- tody. It is understood that an estate of approximately 350,000 also is in- volved, as the youngster is said to have been left property of that valuc by his mother. Carmichael was given custody of the boy by a circuit court order at West Palm Beach following the death of his mother and grandmother, who killed themselves in the boy's pres. ence.
