Eventually it will encompass every class of citizen in the District. Leonard F. Ruoff is chairman of the committee which framed the pro- gram, and others associated with him include Oliver Hoyem, Rev. J. J. Dimon and Wiillam S. Hoge, jr. A “training course for citizenship Service,” the first move, will be un- der the direction of Mr. Hoyem, who was appointed last night by President Clarence L. Harding. The train- ing course includes lectures in ten subjects relating to citizenship, The subjects will be education, citizen- ship, soclal interdependence, the romance of industry, the meaning of liberty, the modern’ Sir Galahad of health, constitutional government, clvic rights and responsibilities, democracy, a national art school, na- tional strength and welfare and re- ligion as a force.
